Working at Height Regulations in Azerbaijan: What Contractors Need to Know

Azerbaijan's occupational health and safety framework requires specific documentation and procedures for any work performed at height. This article summarises the key requirements relevant to scissor lift and boom lift operation.

Operator Certification

Under Azerbaijan's Labour Code and OHS regulations, operators of aerial work platforms must hold a current qualification certificate issued by the State Labour Inspectorate (Dövlət Əmək Müfəttişliyi) or an accredited training centre.

The certificate covers safe operation of the specific equipment category, emergency procedures, and pre-use inspection. Certification is renewed every 3–5 years. Employers are responsible for ensuring operators are qualified before authorising machine use.

Equipment Inspection Requirements

All aerial work platforms used commercially in Azerbaijan must undergo:

  • Annual technical inspection — by an accredited inspection body
  • Pre-use daily inspection — by the operator, documented in a log
  • Post-incident inspection — following any accident, near-miss, or structural damage

Employer Responsibilities

The employer (or site manager) is responsible for:

Maintaining a rescue plan in case of an elevated platform failure

1. Obtain and verify the operator's current certificate
2. Check that the rented machine has a valid inspection sticker and certificate document
3. Conduct a site risk assessment covering ground conditions, overhead obstructions, and adjacent operations
4. Brief the operator on site-specific hazards
5. Establish emergency contact and rescue procedure
